Is the urban winemaking movement the end of the importance of 'terroir'?

From the New York Times: Winemakers Cultivate the 718 Terroir

Not sure I understand how the importance of “terroir”, as I’ve always understood the term, is at all altered by making the wine in a place other than where the grapes are grown. I know the term goes beyond the soil itself but not enough to make such a claim.
