I think 5 star seafood in sgv still does carts. I think it used to be called ocean star pre covid and was pretty solid and affordable then.
But the flip phone is making a comeback in some areas!

No idea I haven’t been since before Covid but the last time I went it was good for cart dim sum and everything was very fresh because the place was jam packed
