A party of four can easily spend $3000 without going nuts on wine if the base price per person is $400 before wine, tax, and tip.

Just looking over the menu at Sexy Fish (which looks more like a restaurant which is more visited to be seen than the food) and yes, if you pick always the most expensive stuff (include caviar as a add-on etc) you might come to $3000 but that is very unlikely a very representative number or even a good ballpark number
